Explanation of the verse "Verily salah prevents immorality and evil."

Some people raise an objection against the ayah:
ان الصلوة تنهى عن الفحشاء والمنكر
Verily salah prevents immorality and evil.[29: 45],
that why is it that many people still indulge in immoral and evil acts despite performing salah?
A simple explanation that comes to mind is that the Qur'an says that salah prevents one from immoral and evil acts, but what fault is there of the salah if people themselves do not stay away from evil. The example of this is that of a person advising others to stay away from evil. It is no fault of his if the people do not abstain from evil.
